Mr. Frasher is a graduate of the University of California, Irvine where he received a BA degree in History. He earned his JD degree from the University of The Pacific, McGeorge School of Law.

He moved to Bakersfield in 1986 when he joined a local law firm. He worked as a staff counsel trial attorney for Farmers Insurance Group from 1994 to 2000. He subsequently practiced in Bakersfield as the Law Offices of Marshall Frasher, staff counsel for Allstate Insurance Company and Encompass Insurance, from 2000 until joining Chain Cohn Stiles.
Mr. Frasher was born in San Diego where he spent his early childhood years. In 1966, his family moved to Lompoc on California’s central coast where his father worked as an aerospace engineer at Vandenberg Air Force Base.
He attended the University of California at Irvine where he earned a Bachelor of Arts Degree in History in 1981. After college, he worked in the savings and loan industry for two years before attending the University of the Pacific, McGeorge School of Law. He received his Juris Doctorate in June of 1986 and was admitted to the State Bar of California in December of 1986. He is licensed to practice in all state courts in California and the United States Districts Courts for the northern, central and eastern districts of California.
Mr. Frasher and his wife moved to Bakersfield in 1986 when Mr. Frasher joined the law firm of Borton, Petrini & Conron where he practiced in the areas of casualty defense and insurance law. In 1994, he joined the newly formed Fresno Legal Department for Farmers Insurance Group and handled cases in Kern County as a trial attorney. Mr. Frasher subsequently left Farmers in 2000 and worked for nine years in Bakersfield as the Law Offices of Marshall Frasher, staff counsel for Allstate Insurance Company and Encompass Insurance.
Over the years, Mr. Frasher has tried and arbitrated several cases including motor vehicle accidents, industrial accidents, premises accidents and animal attacks in Kern, Tulare, Fresno, Kings, Santa Barbara, San Luis Obispo and Los Angeles counties. When his children were younger, he was active with local soccer and baseball leagues and the Boy Scouts of America.
Marshall and Joanne Frasher have been married for 26 years. Joanne is an auditor for Kern Regional Center. They are the proud parents of their son David, who is a student at Northern Arizona University, and their daughter Julianna, who will be attending the University of San Diego beginning with the Fall Semester in 2010. When he can get away for a few days, Marshall enjoys backpacking, fly fishing and skiing.
